Overview

The TIGER (Tidal Stream Industry Energiser) project is an experimental European cooperation project between France and England. The project aims to demonstrate the economic viability of tidal stream energy so that it can become part of the energy mix in England and France. Eighteen partners, industrialists, researchers, energy companies, development agencies, French and Anglo-Saxon, gathered around the British government agency ORE CATAPULT, are involved in the project. Within the framework of this project, several potential areas of interest are identified in England (Isle of Wight), Wales (Ramsey Sound) and France (Paimpol-Bréhat, Raz-Blanchard and Golfe du Morbihan).

The company MORBIHAN HYDRO ENERGIES (MHE), resulting from the merger of the companies SA SABELLA and SEM 56 ENERGIES, is in charge of the tests on the Golfe du Morbihan site within the framework of this experimental project.  SABELLA is a wind turbine technology developer based in Quimper and 56 ENERGIES is the semi-public company of MORBIHAN ENERGIES, the Morbihan Departmental Electricity Syndicate. The UNIVERSITE DE BRETAGNE SUD (UBS) is also part of the European project and supports MHE in the development of the Morbihan site.

MHE and UBS have already carried out numerous environmental studies in the Gulf of Morbihan, in particular with a view to defining a site suitable for the installation of a tidal turbine. Two potential sites have been studied: The southern site of Ile Longue; Thesouthern site of Ile Berder.

The synthesis of these specific studies and the field investigations (bathymetric surveys, current measurements, etc.) made it possible to identify the main issues in the study area and to favour a site for the installation of the project. Thus, the site in the south of Ile Longue was considered to be the most favourable area for the installation of two tidal turbines.

This document first presents in detail the main issues of the study area and then analyses the potential effects of the installation and operation of the wind energy project. All of these elements must enable the Environmental Authority to judge whether or not an environmental assessment is necessary in accordance with Article R.122-2 of the Environmental Code. The reference “TIGER project” in the document refers only to the Morbihan section of the European project.
